About NMIA

 

Project Background

Mumbai Airport is handling close to 48.81 million passengers per annum (MPPA) during pre-covid and to meet the anticipated MMR air travel demand of 100 MPPA by 2034, the Ministry of Civil Aviation (MoCA) granted approval for the development of Greenfield airport at Navi Mumbai. NMIA, one of the world’s largest Greenfield International Airports proposed for development in the country, is planned to handle minimum of 60 million passengers and 1.5 million tonnes of cargo annually. The airport is aimed to ease off the traffic pressure on the Mumbai airport. Along with CSMIA, the NMIA will form part of the first multi airport city system in India with excellent physical and social infrastructure making the airport technically feasible and financially viable. NMIA is being developed through PPP by setting-up a Special Purpose Company with equity contribution from CIDCO. The Airport, spread over an area of 1160 Ha., is proposed to have two parallel and independent runways for simultaneous and independent operations along with full length parallel taxiways on either side of runways. The Project has been accorded all major clearances including Environment & CRZ clearance and Forest / Wildlife Clearances from MoEF&CC and Defence Clearance from Ministry of Defence.

Award of Concession

The International Competitive Bidding Process for selection of Concessionaire on Public Private Partnership (PPP) basis is completed, with Mumbai International Airport Pvt. Ltd. (MIAL) emerging as the selected bidder. MIAL is awarded the Concession for NMIA after approval by the State Cabinet. MIAL has incorporated a Special Purpose Vehicle (SPV) namely Navi Mumbai International Airport Pvt. Ltd. (NMIAL) - the Concessionaire, and transferred 26% equity to CIDCO. The Concession Agreement (CA), State Government Support Agreement (SGSA) and Shareholders Agreement (SHA) with NMIAL were signed on 8th Jan. 2018, in the presence of Hon’ble Chief Minister. The MoU for reserved services at NMIA was signed with the MoCA, GOI on 11th April 2018. The CNS/ATM agreement was signed with Airports Authority of India (AAI) on 5th September 2018.

Land Acquisition and R&R

Land acquisition for entire 1160 ha. of core airport area to be licensed to the Concessionaire is completed and the same is in possession of CIDCO.

Of the 2,633 structures in 7 villages (9 settlements) to be demolished after resettlement, 2609 (98%) have been demolished and process of dismantling the remaining structures is in progress. Rental Scheme and incentive schemes are in place to fasten the overall R&R process. All  the structures from 6 villages falling in the area required for development of Phase 1 of Airport (south runway) i.e. Kopar, Koli, Chinchpada, VarcheOwale, Vaghiwali Wada and Ulwe have been demolished.

Pre-development Works – Airport Land Development & Ulwe Recourse Channel (URC)

Land Development Works were awarded in 3 packages to Joint Venture of M/s Thakur Infra & J.M.Mhatre, Gayatri Projects and Joint Venture of San Jose Constructora & GVK Projects, respectively. As on date, the land development work is completed. M/s Consulting Engineers Group was engaged as Independent Engineer for the pre-development works. Land Development Substitution Agreements were signed on the AD of 7th July 2018, whereby the Land Development Contracts were novated to the Concessionaire who has assumed the role of Employer with respect to the works. Works of Ulwe Recourse Channel have been completed in June 2019, within a stipulated time.

Airport Development

As per Concesion Agreement , the Concessionaire has finalized Master Plan which has been approved by DGCA and is taking further steps for its implementation. Further, Development Plans have been submitted to CIDCO. the Concessionaire has taken over the Site and is expediting the Airport Development Works. M/s. AECOM has been appointed as Independent Engineer for the Phase 1 of Airport development. M/s L&T has been appointed as the EPC contractor for the Phase 1 of airport construction. The Concessionaire will be initially developing Phase I of NMIA with a passenger capacity of 10 MPPA and cargo capacity of 2,60,000 tonnes per annum by Dec. 30, 2024.
