HOW TO MAKE COMPLAINT

Citizens can make complaint online on CIDCO website about issues relating to corruption, especially about bribe involving money matters, in any department. The department takes appropriate steps on these complaints and also recommends process change to various departments for improving it functioning
The complaints received on the website help us put the issue of corruption in the public domain and achieve the objective of a transparency, cleaner and efficient service delivery. Therefore we make a fervent appeal that, people who are affected by corrupt activities at CIDCO should send their complaints to the Vigilance Department.

Complaints
Receipt of information about corruption, malpractice or misconduct on the part of public servants, from whatever source, is considered as a complaint.

Secrecy
If an informant desires that his name shall not be published, care shall be taken by the Vigilance Department, that there is no disclosure of the informant’s identity.

Sources of Complaints
Information about corruption, malpractice or misconduct on the part of employee/officers of CIDCO may be entertained by the office of CVO from any of the following sources:

  • Complaints received by an administrative authority of CIDCO or from the public
  • Departmental inspection and stock verification report
  • Reports of irregularities in accounts detected in the routine special audit of accounts; e.g. tampering with records, over-payments, misappropriation of money or materials etc
  • Complaints and allegations appearing in the press /media etc
  • Source information, if received verbally from an identifiable source, to be reduced in writing; and
  • Intelligence gathered & reported to CVO by agencies like Police etc
  • In addition, the Chief Vigilance Officer of CIDCO may also devise and adopt such methods, as considered appropriate and fruitful in the context of nature of work handled in CIDCO, for collecting intelligence about any malpractice and misconduct among the employees.

About us

Vigilance Department in CIDCO was established on 17th May 2013 by Board Resolution No.10817 with a view to brining more transparency in the administration. The department functions on two-tier system that is Preventive Vigilance and Investigative Vigilance. Currently, it is headed by Mr. Vinay Kargaonkar, Inspector General of Police, Maharashtra. The Department functions with 6 officials of CIDCO, assisted by 3 retired officials of Maharashtra Police and Engineering department of CIDCO.

The principal objective of the Vigilance Department is to promote processes to prevent corruption and to enhance transparency in official procedures of CIDCO. Necessary information useful to the common man for reporting corrupt activities to CIDCO’s Vigilance Department are displayed at the premises of the CIDCO Bhavan.

The CVO keeps interacting with the Anti-Corruption Bureau of the Maharashtra Government and supervises over all disciplinary actions including cases relating to corruption. This in turn prevents corruption and malpractices thus ensuring lucidity in functioning of CIDCO.

He/she fixes surprise visits to various departments to determine levels of integrity in work performance of employees serving in the various departments. He needs to keep a follow up on the finding of the surprise visits and suggest course corrections especially in departments where Enforcement/Business Audit/Permissions/Public Service Delivery take place.

The functions of the Vigilance Department are performed by the two branches, viz. Preventive Vigilance Wing and Investigative Vigilance Wing. The Preventive Vigilance Wing undertakes study & continual review of existing procedures and practices in all departments of CIDCO with a view to recommending modification of those procedures and practices that provide a scope for corruption. Whereas the Investigative Vigilance Wing receives the complaints from all sources and scrutinize them with a view to finding out if the allegations involve a vigilance angle. It ensures that the charge sheets to the concerned employees in departmental actions recommended by the Vigilance Department are drafted properly.

The department also organizes Public Awareness Programmes during the ‘Vigilance Awareness Week’ between 27th October and 1st November, on the issues related with corrupt practices prevalent in society. These include such as street plays by college students in the city, skits by CIDCO employees in its auditorium and essay competitions of students in different schools.

The fight against corruption can be successful if the citizens stand up and take up the fight. This office will always be there to assist the citizens, whenever they stand up against any corrupt practice.

Do not pay bribe if anybody asks for it. If you have any information on corruption in CIDCO or if you are a victim of corruption in CIDCO, you can complain to the Chief Vigilance Officer. I will assure you that, your complaints/grievances resolves I due course of time.

For registering any complaint you can choose any option i.e., give written, online complaints, login to Vigilance Department portal – “Dakshata” and Online Grievances under Citizens Services on the CIDCO website. Also you can personally meet me in Vigilance Department Office on 6th floor, CIDCO Bhavan.

ORGANISATIONAL STRUCTURE

Chief Vigilance Officer (CVO):
The Department of Vigilance is headed by the Chief Vigilance Officer appointed on deputation from the Police Department of Maharashtra.

OSD to CVO:
An Assistant Development Officer (ADO) acts as the Officer on Special duty. He/she is appointed by the Personnel Department. He/she looks after the day-today affairs of the department. He/she is also the first officer to look into the complaints of corruption received by the Department online. The case is then forwarded to the second officer and the case is then forwarded to the CVO for final decision.

Assistant Development Officer (ADO):
The Investigation Cell of the department is headed by Assistant Development Officer of the Assistant Commissioner of Police/Senior Police Inspector rank is appointed on deputation from the Police Department of Maharashtra or if the deputation is not feasible, CIDCO appoints retired police officer of the same rank on contract.

Assistant Development Officer (ADO):
The second Assistant Development Officer of the Assistant Commissioner of Police/Senior Police Inspector rank, appointed on deputation from the Police Department of Maharashtra, or if the deputation is not feasible, CIDCO appoints retired police officer of the same rank on contract, looks after the Departmental Enquiry.

The above officers are assisted by 4 Field Officers, clerks, peons and drivers, the staff sanctioned for the department.

Functions of Department

The Functions of the Department are, firstly to take preventive measures so that the possibility of corruption is minimized, and, secondly to take action in cases where there are complaints of corruption. These functions will be performed by the two branches of the Vigilance department, broadly as follows:

Preventive Vigilance Wing

  • To undertake study & continual review of existing procedures and practices in all departments of CIDCO with a view to recommending modification in the procedures and practices which provide a scope for corruption.
  • To recommend adequate methods of control over exercise of discretion so as to ensure that discretionary powers are not exercised arbitrarily but in a transparent and fair manner;
  • To educate the citizens of Navi Mumbai about the need for reporting corruption in CIDCO,
  • To recommend policies for periodical rotations of staff on sensitive posts;
  • To examine the Departmental Process Manuals, i.e. the standard operating procedures to ensure that these are updated periodically by the concerned departments to conform to the guidelines issued by the authorities from time to time.
  • To collect intelligence about any misconduct/malpractices in CIDCO.
  • Conduct surprise visits through vigilance staff/decoys to the offices of the departments which have large daily public contact; evaluate the pendency of applications in those offices and report if there are inordinate delays noticed.
  • The preventive vigilance cell will devise suitable measurements of levels of corruptions in various departments and put in place mechanisms to progressively reduce the same.
  • Manage the vigilance web page.

Investigative Vigilance Wing

  • To receive complaints from all sources and scrutinize them with a view to finding out if the allegations involve a vigilance angle. When in doubt, the matter may be referred to the concerned Head of Department through CVO.
  • To investigate or cause an investigation to be made into specific and verifiable allegations which involve a vigilance angle;
  • To prepare the investigation reports expeditiously for obtaining orders of the competent authorities about further course of action to be taken.
  • To ensure that the charge sheets to the concerned employees in departmental actions recommended by the Vigilance Department are drafted properly and issued expeditiously;
  • To monitor the processing of departmental inquiry
  • Follow up record of each vigilance enquiry shall be maintained by the ADO (Investigations).
  • To liaise between CVO, CIDCO & ACB regarding officials of doubtful integrity and maintain record.

91 01/08/2017 Parking Requesting to please fix parking charges and put up a board with the correct amount as the Cidco parking staff is conning money out of common man. The charge is double if you exceed even 10mins of parking after 12 hrs. For monthly passes they charge money as per their wish. One says 900, then one says 800 and another one will say 600. There is no fixed price.
It's a humble request to RTO to please put up a board with fixed price and help common man. Thank you.
P.S: This is not just for Kharghar station but across all other stations in navi mumbai.
Requesting also some security for women travellers early in the morning between 4.30am to 6am and late at night as the parkings are isolated. Unfortunately working women don't have an option but to park at these places for further commute.

89 23/07/2017 Garden Section We are stay at KL 2, sector 6E, Kalamboli. Near Society there is cidco gadren. Height of tress is very high and its very dangerous to our society pepople.
The condition of tress is in dead state. May be Any time tress are collapsed to our scoieties rooms. May be chances to damaged.
We are register our complaint an 3rd June,2017 at local kalamboli cidco office but they did not gave any response.

87 25/06/2017 Online Service Charge Payment Dept - KHARGHAR This is not about any person. I am looking forward for using the online system effectively.
I am happy to see online service for Service Charge payment. To give a try I have even made a payment successfully. The pending amount was showing Rs.29/- for the month March-2017 from KHARGHAR region. Now after paying that amount pending amount is showing as Zero. I wanted to check and pay the service charge amount for April-May-June or say for the whole financial year in advance. When the website will show the Amount details to pay on website so that payment can be made? I believe that there won't be any additional charges for late payment because the website is not showing the details for online payment. Please clarify.

PS. There must be Category called "Other". Note this is not about anybody misbehaviour.

76 05/02/2017 Water supply department From last week onward we are not getting enough water supply from Cidco because of which we are facing lot of problems.This year city has received more than enough rain water. Why Cidco is not providing the services properly? When we ask employees they always say some pipeline work is going on.This is not the way to run services in a city like Navi Mumbai.
