CLSO NAINA

As per the notification of Government of Maharashtra , dated January 10, 2013, the area nearby Navi Mumbai International Airport has been declared as Area of ??Influence under TPS-1712/475 / CR98 / Navi-12. The City and Industrial Development Corporation of Maharashtra (CIDCO) has been appointed as the Special Planning Authority for this notified area as per Section 40 (1) (b) of the Maharashtra Regional and Town Planning Act, 1966. Accordingly, to cater the services related to Land Revenue under the NAINA jurisdiction , the new CLSO ( NAINA) dept. is established and this dept. started functioning from 01.01.2018. However, actual functioning is begun from September, 2019. The procedure (S.O.P) to be followed by the Chief Land and Survey Officer (NAINA) Department on the above subject is presented to Management for approval as follows.

1. Document Scrutiny :
After the approval of the draft plan, after receiving the relevant records / documents from the Chief Planner (NAINA), it will be scrutinized by the Chief Land and Survey Officer (NAINA). This includes 7/12 of the land, changes, and excerpts, investigation of the land tenure system as well as verification of whether there is any pending court case in this regard. Also to ensure ownership rights, government land, Gram Panchayat vested land, temple reward etc. to be done within 15 days through inspection coordinator (retired officer / employee of revenue department).

2. Records / Documents through Planning Department (NAINA):
Upon receipt of approval from the Government for the Preliminary Scheme of Town Planning Scheme (TPS), all the relevant records / documents will be transferred to the Chief Land and Survey Officer (NAINA) through the Chief Planning (NAINA) Department.

3. Submission of documents by land owner:
Relevant documents will be sought by sending a notice to the land owner included in the concerned town planning plan. This includes Aadhar Card, PAN Card, Photo, 7/12 Excerpts, Modification Excerpts, Voter Identity Card and other ancillary documents and their scrutiny through Clerk and Coordinator.

4. Site Inspection:
The site coming under the town planning scheme plan will be inspected by surveyor working in the office. In this connection, it will be ascertained that there are no unauthorized constructions / uses on this land. Also the area of ??the plot will be ascertained in terms of latitude and longitude.

5. Possession of road plots / Public utility plots:
After the publication of draft town planning scheme, the first occupation of the area reserved for roads and the area reserved for public utilities will be taken by the surveyor.

6. Plot measurements :
In the town planning plan, the area to be occupied by the Naina Authority and the land to be given to the owner will be measured. It will also be determined by the designated agency. And plot area will be confirmed as shown in 7/12 center.

7.Handing over and Taking over of possession of plots:
After determining the measurement and boundary of the plot as above, the possession of the final plot will be given to the concerned by giving the possession receipt and the possession of the Growth center plot will be taken on from the concerned stake holder farmer.
8. Allotment letter of Final Plot -:
After the approval of the proposal, the demarcation certificate along with the demarcation map of the final plot boundary deed and possession receipt demarcation map will be distributed through the Chief Land and Survey Officer.

9. Property Card :
The proposal will be sent to the Deputy Superintendent of Land Records for preparation of property card of the concerned final plot after issue of allotment letter and possession of the final plot .

10. Changes in rights records:
As mentioned above, after allotment of final plot and preparation of property card, a proposal will be sent to the concerned Tehsildar through Chief Land and Survey Officer for closure of 7/12.

11. Certification of Tenure & Title:
A proposal will be sent to the Director Town Planning for issuance of Certification of Tenure & Title to the plot holders of the concerned town planning scheme. Thereafter, the tenure and title certificate will be distributed to the plot holders through the Chief Land and Survey Officer.
